Meet the Founder
Carlos Cisneros is an aviation safety expert and the founder of Cisneros SMS Consulting. With deep experience in operational safety, training, and SMS development, he helps organizations build systems that actually work, not systems that sit on a shelf.
Carlos is known for his clarity, his practicality, and his ability to turn complex safety requirements into real‑world results. His mission is simple: elevate safety performance through systems that are usable, measurable, and built to last. His mantra is Keep it Simple.
He was part of the team that designed, developed, and implemented Part 5 SMS at Southwest Airlines. After working in Safety Assurance at Allegiant Air, he served as Director of Risk Management at Omni Air International, where he later became Senior Director of Safety & Security and Part 119 Director of Safety.
Most recently, he was responsible for the design, development, and practical implementation of Tulsa International Airport’s SMS, the first Part 139 SMS to be accepted and declared fully implemented by the FAA in the Southwest Region and one of the first four in the nation.
